Pinterest has a longstanding commitment to creating a safe and positive place online.  We continually invest in our policies, products and partnerships to support the safety and wellbeing of our community because it’s the right thing for the people on our platform, and we view the Digital Services Act (DSA) as a continuation of our commitment to making Pinterest an inspiring and welcoming place for everyone.

The DSA is a uniform legal framework for providers of digital services in the European Union (EU).  In order to create a safe, predictable, and trustworthy online environment, the DSA aims to create a single set of rules across the EU’s Member States governing the transparency and accountability obligations of online platforms.

Information on Users in the EU

Under Article 24(2) of the DSA, online platforms are required to publish information on the average monthly active recipients of their service in the EU every six months. This requirement is for the purpose of determining whether an online platform is a “Very Large Online Platform” (VLOP), which the DSA defines as having at least 45 million monthly active users in the EU. We have calculated that in the period of January 2026 through June 2026, Pinterest had  87,497,257 average monthly active users in the EU. We define a monthly active user as an authenticated Pinterest user who visits our website, opens our mobile application or interacts with Pinterest through one of our browser or site extensions, such as the Save button, at least once during this period.

Consistent with Article 24(2), we will publish updated information in February 2027.

Single Point of Contact

Articles 11 and 12 of the DSA require online platforms to designate a single point of contact to enable direct communication with users in the EU, the European Commission, EU Member States’ authorities, and the European Board for Digital Services regarding the application of the DSA.

If you believe that content on Pinterest is illegal in the European Union or in violation of Pinterest's Community Guidelines, reporting directly through the Pinterest platform is the most efficient way for Pinterest to quickly review the material. Disputes About User Content and Accounts

The DSA provides opportunities to dispute the decisions that online platforms make about content and user accounts. If you believe we've mistakenly taken action on your account or reported content, you can appeal our decision within six months by visiting our Reports and Violations Center. You may also challenge or appeal such decisions before a court in accordance with applicable law.

In addition, you can contact a certified out-of-court dispute settlement body to help resolve any dispute with us relating to our actions on your account or reported content, including if you disagree with the outcome of an appeal. Decisions by out-of-court dispute settlement bodies are not binding on you or on Pinterest.

The European Commission publishes and updates a list of certified out-of-court dispute settlement bodies. For more information about the out-of-court dispute settlement bodies that have been certified, you may visit the European Commission’s website.

Each certified body will maintain a list of rules and procedures to follow if you wish to file an appeal. For more information about the process for filing a claim to an out-of-court dispute settlement body, please review the website for the certified body to which you intend to submit a claim.

Transparency report

Our DSA transparency report can be found on our Policy site. This report includes data for content, users, and reporters from across the EU member states. Within and beyond the framework of the DSA, Pinterest will continue to work on ways to provide a positive experience, give people more control, and build on our transparency measures to further our goal of creating a safe and positive space online.

Post-election review

Our post-election review for the European Parliament elections held from 6-9 June 2024 can be found on our Policy site. The review summarizes the measures taken by Pinterest to mitigate systemic risks to election processes, including specific actions taken during the European Parliament election season, and assesses their effectiveness.

Audit Report and Audit Implementation Report

Article 37 of the DSA and the Delegated Regulation on Independent Audits require VLOPs to engage an independent auditor to assess compliance with their DSA obligations and commitments each year.

The independent auditor is required to produce a report detailing its conclusion on each individual DSA obligation and commitment, as well as an overall audit opinion of “Positive,” “Positive with comments,” or “Negative,” along with recommended compliance measures for any conclusion that is not “Positive.”  Pursuant to the Delegated Act, independent auditors are required to reach an overall audit opinion of “Negative” if just one individual obligation is “Negative.”

Following receipt of the Audit Report, VLOPs have one month to adopt an Audit Implementation Report that describes the measures it will take to implement the independent auditor’s recommendations or explain the reasons for not doing so and set out any alternative measures.

Article 42(4) of the DSA requires VLOPs to make both the Audit Report and the Audit Implementation Report publicly available no later than three months after receiving each year’s Audit Report from the auditor. The publicly available reports may be redacted to prevent the disclosure of confidential or sensitive information.

Articles 34 and 35 of the DSA require VLOPs to identify, analyse, assess, and mitigate systemic risks stemming from the design or functioning of their service and related systems and use in the EU. The risk assessments must also take into account certain influencing factors as described in Article 34(2).

Article 42(4) of the DSA requires VLOPs to make publicly available, no later than three months after receiving each year’s Audit Report, a report setting out the results of their risk assessment and the specific mitigation measures put in place. Researcher data accessVetted researcher access to data

Following a request from the Irish online safety regulator, Coimisiún na Meán (CnaM), Pinterest is required to give vetted researchers access to data for the purpose of research into systemic risks and mitigation measures in the EU. Vetted researchers are those who have been assessed by CnaM to have met the criteria as set out in Article 40(8) of the DSA.

To help vetted researchers understand what data may be available for research referred to above regarding systemic risks and associated mitigation measures on Pinterest, we have set out below a ‘catalogue’ of the types of data that a vetted researcher may request from Pinterest under Article 40(4) of the DSA.

This includes categories of data related to the systemic risks in the EU that Pinterest has identified in its annual risk assessments and related to its risk mitigation measures. Unless otherwise stated, the data referred to below pertains only to the EU.

  • Engagement metrics for organic content (i.e. content that is created and distributed without paid promotion or advertising)

  • Number of unique users that saw a Pin
  • Number of times a Pin was saved
  • Number of times users viewed a Pin in closeup (i.e. full view)

Modalities for sharing data

The methods of sharing the data outlined above will vary depending on the nature and sensitivity of the data requested. For general requests which do not relate to Pinterest’s confidential information or other commercial interests, data may be shared using standard methods such as PDF files, shared drives or cloud computing services. For requests involving sensitive categories of data, such as relating to Pinterest’s confidential or other commercially sensitive data, sharing will occur through secure modalities, such as digital clean rooms or other secure processing environments, to ensure the highest level of protection, proportionate to the sensitivity of the data.

Possible technical, organisational, and legal conditions to enable the provision of data may include measures such as secure access methods, data minimisation or anonymisation, and appropriate access controls including time-limited access. Legal conditions, such as data-related agreements and adherence to applicable laws, may also apply. The specific conditions for data access will depend on the nature and sensitivity of each request and will be determined on a case-by-case basis.

Non-vetted researcher access to data

Article 40(12) of the DSA requires online platforms to provide access to publicly accessible data to researchers for the purpose of performing research that contributes to the detection, identification and understanding of systemic risks in the Union, provided that they comply with certain conditions set out in the DSA.
