DSA Data Access for Vetted Researchers

Under the EU Digital Services Act (DSA), vetted researchers that meet the independence and security requirements set out in the regulation may request access, via the European Commission’s DSA Data Access Portal, to X’s data for the sole purpose of conducting research that contributes to the detection, identification and understanding of systemic risks in the Union, and to the assessment of the adequacy, efficiency and impacts of the risk mitigation measures.

This page provides information for vetted researchers on the data assets, their data structure and metadata, to which they may request access pursuant to Article 40(4) of the DSA, as well as the suggested data access modalities.

Vetted Researchers Data Access Requests

Under the DSA and the Commission Delegated Regulation (EU) 2025/2050 of 1 July 2025, vetted researchers’ applications and data access requests under DSA Article 40(4) must be submitted through the dedicated DSA Data Access Portal (https://data-access.dsa.ec.europa.eu/home).

Data access applications under DSA Article 40(12) can be submitted through the X DSA Researcher Application Form.

DSA Data Catalogue

The following is X’s non-exhaustive data catalogue describing X’s available data assets which may be relevant to systemic risks and mitigation measures under Articles 34 and 35 of the DSA.

The table below outlines the data structure, metadata, and suggested access modalities for key data categories, including:

Content and Interaction Data

Description: Public post identification, creation time, edit history, referenced posts, indication of content recognized as sensitive, public engagement metrics, such as like count, comments, reposts, views, and information on who can interact with a post.

Data Structure and Metadata: X API: The Tweet object has a long list of root-level fields, such as id, text, and created_at. Tweet objects are also the parent object to several child objects including user, media, poll, and place. Use the field parameter tweet.fields when requesting these root-level fields on the Tweet object.

User Related Data

Description: Public profile information, such as X handle, date of creation, bio description, if ID verified, specified location, account label and checkmarks (e.g., parody label, affiliation badges, blue checkmarks, etc.), user activity details (e.g., follower count, following count, post count, etc.).

Data Structure and Metadata: X API: The user object contains X user account metadata describing the referenced user. The user object is the primary object returned in the users lookup endpoint. When requesting additional user fields on this endpoint, use the fields parameter user.fields.

Community Notes Data

Description: Community Note id, creation time, post id for which the Community Note was requested or applied, user-entered source link, initial status rating, rescore timestamp, rating, hashed user identifiers, etc.

Data Structure and Metadata: Download Community Notes Data: All Community Notes contributions are publicly available. The Community Notes data is released as separate files. Note-related tables can be joined on the noteId field to create a combined dataset with hashed user identifiers and information about notes and their ratings. X API: The Community Notes endpoints allow AI note writers to search for and propose Community Notes on X programmatically. Use of the API requires your account being signed up for X Developer AI access and enrolled in Community Notes as an AI Note Writer.

Content Recommendations

Description: Open source code on algorithmic recommendations, which serves content across all product surfaces (e.g., For You, Explore, Notifications, Search, etc.). Repository allows researchers to review the actual infrastructure driving content recommendation for all users without compromising user safety and privacy (which requires protecting model weights and training data). This provides researchers the opportunity to understand how user engagement data feeds into the recommendation system and the machinations of that system to then source and recommend a certain pool of content.

Data Structure and Metadata: Github Repositories: X’s Github Repositories (https://github.com/twitter/) include the main repo and ml repo containing the source code for many parts of X, including our recommendations algorithm. Data may be in formats such as Scala (majority), Java, Python, Rust, JavaScript/TypeScript, Markdown (.md), ASCII diagrams, PlantUML, etc. The READMEs of each project contain instructions about how to run each project.

Ads Served in the EU

Description: For ads served in the EU, the Ad Transparency Center includes the following: Advertiser, Funding Entity, the Advertiser’s Main Parameters for serving the advertisement (e.g. particular groups, etc.), Impression, and Reach of Ad to provide transparency around advertisements on the platform. The X Ads Repository also provides information related to ads halted from running on the platform.

Data Structure and Metadata: X Ads Transparency Center: To access the Ads Repository to search for a particular account, country, and date range, use the user interface (https://ads.x.com/ads-repository) or the X API. The request will generate a .csv file containing the information about the applicable advertisement(s).

Content Moderation

Description: Number of content reports, actions taken on content reports, own initiative content moderation actions, grounds for action, number of complaints and appeals statistics. More information on X’s content moderation practices and the types of data that may be requested can be found in X’s DSA Transparency Reports (https://transparency.x.com/reports/dsa-transparency-report).

Data Structure and Metadata: Dependent on the type of data (.csv file, etc.).

Suggested Access Modalities: The access modality for this type of data is dependent on the types of data requests, but may include X DSA Transparency Report (https://transparency.x.com/reports/dsa-transparency-report) as well as secure processing environments.

Notes on Catalogue
  • Data may include historical and real-time data where relevant and available. The X Privacy Policy (https://x.com/privacy) describes how long we generally keep different types of information.
  • Where available and applicable, X may provide vetted researchers with relevant metadata and documentation describing the data made available.
  • Where applicable, X will inform vetted researchers of any data limitations (e.g., sampling, anonymization methods).
Data Access Modalities

The data access modalities should be adequate to address the sensitivity of the specific data requested in a data access application and appropriate to fulfil the requirements of data security, data confidentiality and protection of personal data.

To help vetted researchers better identify the appropriate modality, the table above outlines X’s suggested non-exhaustive access modalities for the data described in the DSA data catalogue. However, we note that other data access modalities may be more appropriate depending on the specific types of data ultimately requested by vetted researchers.

Depending on the relevant access modality, technical, organisational and/or legal conditions for access may be applicable, including, but not limited to: creation of a developer account by the researcher and programmatic retrieval (more information available at https://docs.x.com/overview); enabling a secure environment via access controls; email and login information controls; acceptance of the X Developer Agreement and X Developer Policy, which include specific provisions on accessing data for the purposes of DSA Art. 40; use of batch compliance endpoints tools to help researchers maintain X data in compliance with the X Developer Agreement and X Developer Policy; any security measures necessary for the vetted researcher to ensure confidentiality and security of personal data and non-personal data at all times; entering into non-disclosure agreements.
